Overview
The U.S. Office of Personnel Management (OPM) provides leadership on Federal leave policies and programs. We accomplish this past developing and maintaining Governmentwide regulations and policies for agencies to use to administrate leave, including annual leave, sick leave, the Family unit and Medical Leave Act, Federal go out sharing programs, military leave, and time off for special circumstances - e.1000., early on dismissal or closure for weather emergencies. Ultimately, each Federal agency is responsible for complying with the police and OPM'southward Governmentwide regulations and following OPM's policies and guidance to administer leave policies and programs for its own employees.
On June 26, 2013, the Supreme Court ruled that Section three of the Defense of Union Act (DOMA) is unconstitutional. As a result of the Supreme Courtroom'south decision, the United States Office of Personnel Management (OPM) will now be able to extend certain benefits to Federal employees and annuitants who have legally married a spouse of the same sexual activity, regardless of the employee's or annuitant's state of residency. OPM is currently in the process of updating and revising the website to reflect this modify, and will be updating this information as soon as possible. A QSI is a faster-than-normal WGI used to reward employees at any GS grade level who display loftier quality performance. To be eligible for a QSI, employees must:
- be beneath step x of their grade level;
- take received the highest rating available under their performance appraisement system;
- accept demonstrated sustained functioning of high quality; and
- have not received a QSI within the preceding 52 consecutive calendar weeks.
A QSI does not touch on the timing of an employee's next regular WGI unless the QSI places the employee in pace four or footstep 7 of his or her grade. In these cases, the employee becomes subject area to the full waiting period for the new pace--i.e., 104 weeks or 156 weeks, respectively--and the time an employee has already waited counts towards the next increase. The employee receives the total benefit of receiving a WGI at an before date and has non lost any time creditable towards his or her next WGI.See v United statesC. 5336, 5 CFR part 531, subpart Due east, and http://www.opm.gov/perform/articles/1999/apr99-7.asp for additional information on QSIs.
